Dear editor, An article by Genrikh Ioffe in the Feb. 11-18 issue of Moscow News, "The night of missed opportunities," strongly criticizes the Bolsheviks for their failure to form a coalition government with the Mensheviks and other left-wing groups at the 2nd All-Russia Congress of Soviets in 1917.

loffe credits both Menshevik hotheads speaking out of order and irreconcilable Bolsheviks such as Trotsky with turning a favorable opportunity into hardened opposition on both sides. The Menshevik representatives and their allies walked out of the Congress, leaving the "field of revolution" to the Bolsheviks, who then proceeded to the formation of a workers' government.

The author says the time has come to pass judgment on the October Revolution. He credits perestroika with raising the question of what the possibilities were for a more favorable course of development had bourgeois democracy prevailed.

If the views expressed in the Moscow News are representative of the Gorbachev "left wing," then restoration of capitalist formations is being seriously contemplated by them.
